POLLUTION PREVENTION

The local government conducted regular clean-ups every Saturday under Memorandum Circular No. 2019-09, dated January 24, 2019. In light of the Supreme Court mandamus to clean up Manila Bay and in consideration of the potential health hazards, threat to food security, and impacts on biodiversity loss, there is need for utmost attention and cooperation among the national government agencies and local government units in restoring the waters of Manila Bay to class SB level making it fit for swimming, skin-diving and other forms of contact recreation, and to preserve it thereafter.

January 31, 2020 conducted clean-up drive for the 20th Anniversary of R. A. 9003 also know Ecological Solid Waste Management Act of 2000. Participated by all Municipal Employees along the Highway, Creeks, Canals and Riverbanks (waterways were prioritized).

A. MANILA BAY CLEAN-UP, REHABILITATION AND PRESERVATION

Due to Covid-19 pandemic, last March 16, 2020 DILG Sec. Eduardo M. Año forwarded an ADVISORY (No. 2020-232) to Regional and LGU subjected Suspension of the Manila Bay Clean-Up, Rehabilitation and Preservation Program Weekly Clean-Up Drive.

October 17, 2020 Resumption of the Weekly conduct of Clean-Up Drive relative to the Manila Bay Clean-Up, Rehabilitation and Preservation Program. From DILG Region III ADVISORY 2020 – 378, all attendees must follow the DOH health protocol while performing the Clean-Up Drive.

MENRO continued monitoring all the barangay for the Weekly Clean-Up Drive every saturday.

February 26-27, 2020 one (1) Manila Bay focal person and one (1) technical staff attended the Manila Bay Clean-up, Rehabilitation and Preservation Program (MBCRPP). The two (2) day activity discussed the 2019 LGU Compliance Assessment Results by Mrs. Lerrie S. Hernandez, En. P, LG-MED Chief followed by Mr. Michael Picazo, ITO, discussed the Manila Bay Online Date Capture Forms.

Information Education Campaign (IEC)

June 18, 2020 MENRO reoriented all the barangay secretaries regarding the BECA for the submission of their report per quarter.

Every clean-up drive, MENRO IEC team conduct their duty before or after the clean-up drive. Photo’s from one (1) barangay Palinlang and two (2) barangay Camba with DENR-PENRO.

To implementing of R. A. 9003 also know as ‘Ecological Solid Waste Management Act of 2000’ the LGU Arayat sustained its Information, Education Compaign thru the conduct of orientation and actual/lectures to the local offices/departments, schools, business establishments and barangay’s, which have increased the awareness of the community in waste segregation as part of the protection and conservation of the environment.

SOLID WASTE MANAGEMENT (SWM)

April 18, 2020 DILG gave ADVISORY on the Continuous Implementation of Environmental Laws and Protocols on the Collection of Wastes. Therefore, it is directed upon all LGU’s that the provision of the said Memorandum Circular be strictly implemented during the Enhanced Community Quarantine (ECQ). In this purposed LGU’s are directed to ensure that the following directions are strictly implemented this following;

  • Wearing of appropriate Personal Protective Equipment (PPE’s) by the collectors of waste/garbage
  • Provision of adequate disinfecting agents/solutions to all garbage trucks
  • Disinfection of garbage as they are loaded in the trucks.

No Segregation, No Collection Policy was continuously implemented to all barangays. 75% of the barangays were regularly collected from their Barangay MRF. Under R. A. 9003, segregation must start at source: collected waste segregated from household to barangay MRF for further segregation. The barangay must request collection to MENRO, residual will transfer to Central MRF for the final segregation. Final disposal will be on Sanitary Landfill, Metro Clark Waste Management Corporation located at Subzone D Clark Special Economic Zone, Sitio Kalangitan, Cut-Cut II, Capas, Tarlac.

Biogas Digester rewarded to 7 Barangay

Biogas   Digester   and   Waste   Analysis   and   Characterization   Study (WACS) Training was conducted in coordination with MENRO Arayat, last November 17-19, 2020. Representatives from seven (7) barangay namely: Baliti, Palinlang, Buensuceso, Mesulo, San Nicolas, Candating, and Tabuan, were selected to undergo the training in conducting WACS to capacitate them to determine the volume and characteristics of wastes produced in their community.

Biowaste Shredder and Composter

Ceremonial Turnover and Signing of the Memorandum of Agreement on the provision of the SWM Equipment was held last December 29, 2020 at the DENR Compound, Visayas Ave., Q.C. LGU Arayat was one of the beneficiaries of a Biowaste Shredder and Composter Set.

March 16, 2020 was the first meeting of the IATF Covid-19 task force, and the MENRO was appointed for the disinfection of the Municipal Hall, Public Market and all the Barangay who have cases on Covid-19.
